There is some exceptional starter decks out there, the rider waite tarot cards being my favorite. Once Again, take the data that you get about them and check with your intuition first. Does a deck talk to you? And if so, what does it say? Do you think you’d be able to have a fulfilling conversation with it? If you get a resounding “yes”, that’s a superb starting point.

Fred, thanks for sharing!
I have the Guilded Tarot and the Universal Tarot (though I haven’t used it much yet), and just recently I picked up a Tarot of the Magical Forest, which is a lot of fun. I’m starting to get a feel for the difference when a deck “speaks”, and sometimes it varies from day to day.
I’m really enjoying this!
